The Ministerial Talanoas will take place on Tuesday, 11 December 2018, from 10:45 to 15:00, right after the opening meeting of the political phase. In an effort to enhance opportunities for dialogue, small Talanoas of about 12-13 participants will be organized. Due to logistical limitations, a total of 21 Talanoas will be distributed over three time slots, each composed of seven parallel Talanoas.
Organization of the Ministerial Talanoas
The Ministerial Talanoas will be facilitated, to the extent possible, by Ministers from the Pacific region and Poland. Each will run for 1 hour and 15 minutes as follows:
As agreed at COP 23, the Talanoas will address the main question of “How do we get there?”. The Presidencies have identified targeted questions as a means of focusing the discussion. These have been uploaded to the Talanoa Dialogue platform and communicated by email to all focal points.
Ministers and other participants will be kindly requested to limit their stories to 3–4 minutes each.
At the end of each Talanoa, key messages from the discussions will be collated and compiled into a general report to be presented at the closing meeting of the Talanoa Dialogue.
The Ministerial Talanoas will be composed of up to 13 participants, including 2 non-Party stakeholders.
One representative per Party, ideally at Ministerial level, will participate in the Talanoas, with the possibility of Ministers being accompanied by one advisor. Ministers requiring interpretation may wish to bring their own interpreter.
Representatives from non-Party stakeholders will be selected following a process similar to that applied during the UNFCCC sessions in May 2018, which included selection by the high-level climate champions and self-nomination by UNFCCC NGO constituencies. Parties are kindly requested to inform the secretariat, at their earliest convenience, but no later than 15th November 2018, their intention to participate in the Ministerial Talanoas and to identify the name of the Minister or high-level official who will take part in these Talanoas. The distribution of the 21 Ministerial Talanoas will be made publicly available on the Talanoa Dialogue platform prior to the meeting.
